Syrian President Bashar al-Assad on Thursday decreed an amnesty for all rebels who lay down their arms, the official Sana agency reported."Anyone who carries weapons (...) and is sought by justice (...) is exempt from the entire sentence if he surrenders and deposes weapons within three months from the date of publication of this decree, "says the text of the presidency published by Sana.Under this decree it will not be punished those who release, without compensation, a hostage in his possession.The decree public right was when Russia, a major ally of Assad, announced the launch of a "humanitarian operation" in Aleppo, the country's second largest city, with the creation of humanitarian corridors for civilians and combatants lay down their arms .The rebel districts of Aleppo are completely under siege since July 17 by regime forces and international aid has not entered the area from the 7th of this month.
