Clinton is questioned by use of private mail as chancellor

An internal audit by the State Department criticized the use of a private email server by Hillary Clinton, including messages secretive nature, when he was the head of US diplomacy.

A damning 83-page report, the result of the audit, said Clinton's decision to use a private server for its official communications "is not an appropriate method of preserving mail that may constitute federal documents".

To remedy that failure to observe the rules "Secretary Clinton should have preserved all documents created and received in your personal account," says the document on page 23.

According to research, Clinton "at least he should have delivered all emails" related to the position by leaving that post, and for not having done "failed to meet standards State Department."

The research analyzed the practices of communications and archival documents from Madeleine Albright (1997-2001), but is particularly hard on the decision of Clinton (2009-2013) to keep your emails on a private server.

- Blow on the campaign trail -

This is a severe blow to former Secretary of State, who is in full campaign for the Democratic Party nomination for the November presidential election.

In that dispute, Clinton faces a tough internal competition with Senator Bernie Sanders.

Looking ahead to the presidential election, polls show that Clinton had the advantage on the likely Republican candidate, billionaire Donald Trump, faded, and one of those surveys and puts the controversial businessman ahead in preferences.

The scandal erupted mails Clinton in March 2015, when it was revealed that he had used a private server exclusively linked to his family, rather than the system emails the State Department.

According to reports, when using that server, all communications from the then Secretary of State remained outside the space reserved for official documents, not to mention the risks of traffic information restricted by an external server system chancery scrutiny.

Therefore, Clinton delivered in December 2014 some 55,000 printed pages of emails that were in the home server and that related to their official function.

Although Clinton said that those messages were all official communication, known report Wednesday said that the collection was "incomplete".

- Systemic and lasting Fragilities -

The internal State Department investigation focused on the procedures followed in the last 20 years by the Secretaries of the ministry in the care of security in their official communications and archiving of documents.

In this regard, the report questions reserved for Secretary Colin Powell (2001-2005), during his tenure as the State Department introduced a new secure email system that is valid until today.

However, the report said, Powell insisted on using a particular email account.

Meanwhile, the auditors found no major problems during the administration of his successor, Condoleezza Rice (2005-2009).

The research, however, was determined that the special section on technology in the State Department began to circulate internal alerts on cyber risks since 2004.

Although initially these alerts are primarily related to the installation of unauthorized programs and use USB devices later concentrated on the use of cell phones.

It was precisely the desire to have access to their email on a cell phone what came to Clinton to use his private server rather than those authorized by the State Department devices.

In particular, the report highlighted an internal memo circulated in March 2011 that urged the State Department officials to "minimize the use of personal mail for official business."

Overall, the report concluded, it was verified the existence of "systemic and lasting weaknesses in electronic data and communications," the Department.
